0000491: new component tPostgresqlOutputBulk

Description

As described by delostilos in [Forum] topic 135, the "COPY" PostgreSQL command is the same as the "LOAD DATA INFILE" MySQL command. It should be packaged in tPostgresqlOutputBulk + tPostgresqlBulkExec + tPostgresqlOutputBulkExec as for MySQL.

It was not implemented as tMysqlOutputBulkExec, because with PostgreSQL we can cleanly avoid temporary file, as shown by tPostgresqlOutputBulkExec implementation of cruptos [1].
